Vodafone Idea May See Up To 65% Cut In Licence Fee After DoT Review

The DoT’s review of Vodafone Idea’s licence fee could reduce the payable amount by up to 65%. Following this news, the company’s shares jumped by around 1% on Friday.
Vodafone Idea may get significant relief on its telecom licence fee after a reassessment carried out by the Department of Telecommunications (DoT). According to sources familiar with the development, the revised calculation could lower the company’s licence fee liability by around 60% to 65%.
The reassessment exercise was carried out by the Controller of Communication Accounts (CCA) offices under the DoT. Officials had earlier asked all CCAs to complete the review process by February 22, and the work has now been finished, sources said.
The final impact of the recalculation will become clearer once the DoT reviews the CCA findings and takes a formal decision.
What Does This Reassessment Mean For Vodafone Idea?
This review is linked to the long-pending Adjusted Gross Revenue (AGR) dispute in the telecom sector. The dues are broadly made up of licence fees and Spectrum Usage Charges (SUC).
While the review of the licence fee component has now been completed, the assessment of spectrum usage charges is still pending. According to sources, the process related to SUC is expected to be wrapped up by March 31.
Once both exercises are finished, a committee formed by the telecom department will examine the findings and decide the final payable amount. The committee is headed by a retired IAS officer, who will oversee the final review before any official revision is announced.
If the reassessment results in a large reduction in dues, it could ease some financial pressure on Vodafone Idea, which has been dealing with a heavy debt burden for several years.
Background & AGR Dues Payment Plan
Vodafone Idea has a lot of pending debt. These AGR dues include fees from the financial year 2006-2007 to 2018-2019. Earlier this year, the company shared some important details about these payments.
The government agreed to freeze these old dues for a set time. The company will start paying them back in instalments. These payments are scheduled to begin in March 2026.
Any downward revision in the licence fee component could therefore provide some breathing space for the company. However, the final numbers will depend on the outcome of the review process.

Share Price Reaction
Following reports about the possible reduction in licence fees, Vodafone Idea shares initially moved higher during Thursday’s trading session. However, the gains cooled slightly later in the day.
As of Friday morning, the stock was trading around 0.98% higher at ₹10.32 apiece.
Market participants are likely to keep a close watch on the telecom department’s final decision, as it could influence the company’s financial outlook going forward.
