BPCL-Sembcorp JV Secures NRL Hydrogen Supply Contract

NeuEN, a joint venture of BPCL and Sembcorp, has agreed to supply 10,000 tonnes of green hydrogen each year to Numaligarh Refinery, with deliveries set to begin in 2028.
NeuEN Green Energy Pvt. Ltd has bagged a contract to supply 10,000 tonnes per annum of green hydrogen to Numaligarh Refinery Ltd (NRL). NeuEN Green Energy Pvt. Ltd is a 50:50 joint venture (JV) between Bharat Petroleum Corporation Ltd. and Sembcorp Green Hydrogen India Pvt Ltd.
The company will set up a dedicated green hydrogen production facility at NRL’s refinery in Assam. The project comes with a long-term offtake agreement, according to a company statement. Commercial operations are expected to begin in 2028.
Round-The-Clock Supply
The facility will combine renewable energy with storage systems to ensure a round-the-clock supply. This is aimed at supporting the refinery’s decarbonisation efforts. The contract was awarded through a competitive bidding process.
Push Into Green Hydrogen Value Chain
Sanjay Khanna, Chairman and Managing Director of Bharat Petroleum Corporation Ltd., said the project strengthens the company’s position across the green hydrogen value chain. He added that the company is moving towards becoming a supplier of clean energy solutions.
Long-Term Contracts Key To Pricing
Vipul Tuli, President & CEO (Renewables, West) and CEO (Hydrogen Business) at Sembcorp Industries, pointed to the importance of long-term contracts in making such projects viable. He added that the project aligns with Sembcorp’s strategy to support a lower-carbon energy system.
Note that Sembcorp aims to bring its renewable energy experience to the project. The company currently has a 7.6 GW renewables portfolio in India, which it said can support large-scale hydrogen production.

Focus On Industrial Decarbonisation
Shelly Abraham, Chairman of NeuEN, said the partnership combines BPCL’s domestic infrastructure with Sembcorp’s global renewable expertise.
The aim is to integrate low-carbon solutions into refining operations. The project forms part of ongoing steps to bring down emissions across heavy industries. In India, refineries have been among the first to look at green hydrogen.
