Rail Vikas Nigam Ltd (RVNL) was incorporated on January 24, 2003, and is headquartered in New Delhi. It is a government-owned public sector enterprise under the Ministry of Railways and is listed on both the NSE (RVNL) and BSE (542649). The company was established to implement rail infrastructure projects on behalf of the Indian Railways. RVNL acts as an executing agency for major railway projects including new lines, gauge conversion, track doubling, electrification, metro projects, and railway workshops. Its mandate is to fast-track execution of critical rail infrastructure with efficiency, transparency, and adherence to budgetary and time norms.

RVNL operates through five main verticals:

  • New Line Construction – execution of railway lines in underserved regions.
  • Gauge Conversion – converting existing meter/narrow-gauge tracks to broad gauge.
  • Track Doubling – building a second line on congested single-track routes.
  • Railway Electrification – end-to-end electrification including traction substations.
  • Metro and Urban Infrastructure – design and construction of metro rail corridors, viaducts, stations, and depots.

RVNL earns revenue by executing infrastructure projects funded by the Ministry of Railways, state governments, and multilateral institutions like the World Bank and ADB. Its revenue model is EPC-based (Engineering, Procurement, and Construction), and the company is reimbursed based on project milestones. It also acts as a project consultant and earns fees from managing turnkey metro and urban transport projects. A part of its income also comes from interest on deposits and project mobilization advances.

  • 2003: Incorporated as a wholly owned PSU under the Ministry of Railways.
  • 2005: Commenced its first gauge conversion and doubling projects.
  • 2008: Became the nodal agency for the execution of key National Rail Vikas Yojana (NRVY) projects.
  • 2013: Took up metro infrastructure work for Kolkata and Bengaluru Metro.
  • 2015: Completed over 3,000 km of doubling and conversion projects.
  • 2017: Appointed as the executing agency for the Eastern and Western DFC auxiliary works.
  • 2019: Successfully launched its IPO.
  • 2020: Declared as a ‘Miniratna Category-I’ company by the Government of India.
  • 2022: Entrusted with metro projects in Indore, Bhopal, and Varanasi.
  • 2023: Surpassed ₹20,000 crore order book; completed major electrification contracts.
  • 2024: Achieved record completion of over 1,500 km of track works in a single fiscal year.
  • Promotes the use of recycled construction material and fly ash in infrastructure.
  • Implements rainwater harvesting systems at construction and depot sites.
  • Targets 100% electrification in rail corridors by 2030.
  • Focuses on community development, labour safety, and sustainable procurement.
  • Aims to reduce emissions from diesel operations by supporting electric traction expansion.
  • Conferred with the “Best PSU in Infrastructure Development” award by D&B Infra Awards.
  • Honoured by the Ministry of Railways for on-time execution of priority projects.
  • Received the CIDC Vishwakarma Award for excellence in project implementation.
