OpenAI launched a $4 billion AI deployment venture and seeks to acquire Tomoro to expand enterprise AI adoption, intensifying competition with Anthropic and opening fresh implementation opportunities for Indian IT services firms.
OpenAI on Monday said it is creating a new company with more than $4 billion in initial investment to help businesses deploy artificial intelligence (AI) systems at scale, as the ChatGPT maker sharpens its focus on enterprise customers.
New Unit Named As OpenAI Deployment Company
The new unit, called OpenAI Deployment Company, will be majority-owned and controlled by OpenAI. The company will place engineers and AI deployment specialists inside client organisations to identify areas where AI tools can be used across operations, teams and workflows.
OpenAI also said it will acquire Tomoro, an artificial intelligence consulting firm formed in 2023 in alliance with the company. The acquisition will add about 150 AI engineers and deployment specialists to the new venture from the start. Tomoro’s clients include companies such as Mattel, Red Bull, Tesco and Virgin Atlantic.
Anthropic Competition Intensifies
OpenAI’s announcement also comes amid growing competition from rival Anthropic, whose Claude family of AI models has seen rising adoption among enterprise customers.
It was reported last week that both OpenAI and Anthropic, through separate joint ventures with private equity firms, were exploring acquisitions of services firms that help enterprises implement AI systems.
OpenAI said the deployment business is structured as a multi-year committed partnership involving 19 firms. The partnership is led by Texas Pacific Group (TPG), with Advent, Bain Capital and Brookfield acting as co-lead founding partners.

Indian IT Firms Could See New AI Services Opportunity
The latest push by OpenAI highlights how global AI firms are moving deeper into implementation and consulting work, a space traditionally dominated by Indian IT services providers. Companies such as Tata Consultancy Services, Infosys, Wipro and HCLTech have been expanding AI-focused offerings as clients seek help integrating generative AI into business operations.
Several Indian IT firms have already partnered with OpenAI and other AI model providers to build enterprise tools, automate workflows and create industry-specific AI applications. OpenAI’s decision to build a dedicated deployment business signals that implementation services are becoming a larger revenue opportunity in the AI market.
